When you activate a citizen on your turn, all other players can choose to follow your move. That means each player's turn is a potential opportunity for everyone at the table.

Begin by selecting 7-10 citizens, depending on player count, and shuffle their decks together to form the assembly.
Pick them based on your favorite play style (we've included a guide!), your favorite animals, or use the included randomizer deck for a truly wild experience.
On your turn, choose a group of available creatures from the assembly to attract into your city tableau. Stack them together and grow their numbers to amplify their abilities.
The more of a single type of citizen you collect in your city, the stronger their activation power becomes.
Choose a resident citizen to activate, employing their ability, kicking off combos, and earning sparks for your city.
Select your moves carefully, for when you activate a citizen they are also permanently removed from your population, depleting your future power.
What's more, when you activate your creature, other players can follow your move and activate matching citizens of their own!
Stay vigilant and recruit wisely, or your activations could earn more sparks for your rivals than for you.
Judge when to hold back and when to deploy your citizens to claim the most sparks before the assembly deck runs dry.
